Ho Chi Minh was envisioning on Cambodia and Lao to combine with Vietnam in order to create Indochina federation, which controlled by Vietnam. But France was on his way. To make his idea materialize, Ho Chi Minh had persuaded Cambodia and Lao to rise up against the France colonialist.
Unfortunately, after France got out, North Vietnam troops were still stationing in Cambodia. The Genera conference in 1955 forced the North Vietnam troops to get out of Cambodia. While moving out of Cambodia, they abducted more than 5000 Khmer children and brainwashed them for future use against Cambodia. Vietnam called them Khmer Viet Minh.
Vietnam has always wanted to break Khmer apart so that it can conquer Cambodi, while Sihanouk ironically wanted the 2 Vietnam to combine so that they will be grateful to him for his kindness.
What a brilliant idea of Sihanouk!!
In effect, Sihanouk had allowed the arm shipments to the Vietcongs through Cambodia and also permitted Vietcongs to use Khmer territory as sanctuary to launch attack against the US and the South Vietnam. Sihanouk also provided foods to the VIetcongs.
Notice that during Sihaouk ‘s era, most of the intellectuals, students, teachers, etc were terrifying by the false accusation or allegation that this person is “Khmer Red”, that “person is Khmer Blue” and quietly disappear at night time.

Before calling him a traitor, we should analyze his opinion thoruohgly to see if there is any logical implication behind his thoughts.
Let's be frank and truthful to ourselves. The issue of Kampuchea Krom and Koh Tral has been settled since 1949 when France made a decision to annex/give its Chochinsin territory, which was carved out fomer Khmer territory, to Vietnam. During France's administration of Kampuchea Krom, Koh Tral was also part of its territory, hence it was part of Kampuchea Krom. At that point in time, it was possible for Cambodia, especially our leader(s), to protest with the French and/or file complain with the UN to retain Kampuchea Krom territory. But at that time, if my historical reading is correct, our leader King Sihanouk did not make any serious effort to keep that territory. In this case, for those of you who like to called anyone whose speeches or actions caused detriment to Cambodia's interests as traitor, fomer King Sihanouk certainly fits your ideal catagory. However, out of respect for his soul, I believe people should focus more on forgiving.
For comparison's sake, the issue of Kampuchea Krom is similar to the former Mixico's territory in the southern US, namely Texas, Arizona, New Mexico, etc. The story of Mexico lost Texas to the US and Cambodia lost Kampuchea Krom to the French and, subsequently, Vietnam, is quite similar in nature. As a matter of fact, the two territories were being cut off from their rightful owners at about the same time period. Let's be realistic, from an international political point of view, the US would never give Texas back to Mexico. Likewise, the Vietnamese would certainly do the same with Cambodia. I would bet my life over this fact.
So, what could our Khmer Krom bretherens do in such grim scenario? Well, there is at least hope for achieving autonomy or some sort independence if they follow the model being achieved in Kosovo and many other newly autonomous/independence states which have similar history with Kampuchea Krom. It might be easy. But it doesn't hurt to think optimistically.
Meantime, please be kind to and tolerent of contradictory opinions if we consider ourselves as advocates of liberty and freedom of expression, the cornerstone of democracy.
Back to Dr. Lao's statement. His comments certainly merit some hard thinking. In real politik's scenario, Cambodia, just like Mexico, could never regain its lost territories through the use of forces. On the legal fronts based on treaties and international norms, it is also hopeless and the prospect of regaining those lost territories is very slim, if not impossible. Given this grim prospect, Dr. Lao's opinion might not be so detrimental to Cambodia afterall. If we could not regain the lands that we lost, why not focusing on strengthening and protecting the lands that we still legitimately have in our posession.

Do you recall also when the Khmer Angkorean King trusted completely his Angkor-trained-and-raised Lao son-in-law Fa Ngoun whom the King made into a general of the Khmer Army of 10,000 men. Fa Ngoun also betrayed the Khmer King and grabbed Khmer ancestral territory for his Lao people. If we keep reading into the details of the Khmer historical records, we will understand that the Thais were able to free themselves from the Khmer because they pretended to work for the Khmer Kings, but then they started to take over the Khmer province of Sokhotai. The Angkorean King also trusted a Cham general to administer Champa on behalf of the Khmer King in Angkor, but this Cham general turned around and liberated his country instead. The Khmer learned very well of the details how the Vietnamese came to occupy their territory and eventually carve it up to be theirs. It was during one Khmer King's reign who at his Vietnamese wife's request ALLOWED the settlement of just a few landless Vietnamese people in the Khmer territory. Look at those areas now. The Viets took over them completely, squeezed the Khmer people out, and now they changed the Khmer names to Saigon and other Vietnamese-sounding names. The Khmer also learned very well how the Chinese played some effective roles in facilitating the invaders to conquer the Khmer people. Remember, it was the Chinese emissary who trained the Cham soldiers to invade the mighty Khmer Angkor City. Remember also that it was the Chinese gunpowder invention that enabled the Vietnamese to push back the Khmer warriors successfully. Also, it was the Mongols from China who caused the great migrations of the Thai and Lao people into the Khmer empire.
